SummaryDefines the conditions under which hydrogen qualifies as a Renewable Fuel of Non-Biological Origin (RFNBO) under RED II/III: producers must source electricity from new, unsubsidised renewable capacity (additionality), match production to renewable generation in time (temporal correlation), and source from the same or a connected bidding zone (geographic correlation).
Key thresholdsADDITIONALITY: PPA must be with new renewable capacity commissioned ≤3 years before the electrolyser start date; PPAs with existing capacity allowed only until 1 January 2028 (transition). TEMPORAL CORRELATION: monthly matching required until 31 December 2029; hourly (within same 1-hour period) from 1 January 2030. Exception: temporal condition is automatically met if day-ahead electricity price ≤ €20/MWh or ≤ 0.36 × EUA price in that hour. GEOGRAPHIC CORRELATION: renewable installation must be in the same bidding zone as the electrolyser, or in a connected bidding zone with equal or higher electricity price.
